Chief Executive Officer – Juliana Phelps

Juliana is passionate about the sustainability of rural communities and small rural councils, and is committed to ensuring that the residents and ratepayers of Towong Shire have access to quality services and infrastructure.

Juliana has served as Chief Executive Officer since 2009, having previously held the position of Director of Community and Corporate Services. She is a graduate of the Australian Institute of Company Directors and a Chartered Accountant, with experience auditing private and public organisations. Juliana holds a Master of Business Administration from Charles Sturt University and a Bachelor of Business (Accounting and Economics).

Before joining Council, Juliana held a senior management position in the manufacturing sector in Albury-Wodonga and Melbourne.

In 2020, Juliana was recognised as one of the Top 50 Public Sector Women in Victoria.
