Chief Executive Officer – Juliana Phelps

Juliana has served as Council’s Chief Executive Officer since May 2009. She's also previously served as Director of Community and Corporate Services.

Juliana is a chartered accountant with experience auditing private and public organisations. She holds a Master of Business Administration from Charles Sturt University as well as a Bachelor of Business (Accounting and Economics).

Before joining Council, Juliana held a senior management position in the manufacturing sector in Albury-Wodonga. She's a graduate of the Australian Institute of Company Directors and in 2020 was recognised as one of the Top 50 Public Sector Women in Victoria.

Juliana is passionate about the sustainability of rural communities and small rural councils. She's committed to ensuring that the residents and ratepayers of Towong Shire have access to quality services and infrastructure.
