Chief Executive Officer

Juliana Phelps commenced with Council in April 1999 and was appointed Chief Executive Officer in May 2009. Prior to joining Council, Juliana held a senior management position in the manufacturing sector in nearby Albury Wodonga. She is a Chartered Accountant and has had a number of years experience auditing private and public organisations. Juliana holds a Bachelor of Business (Accounting and Economics) and a Masters of Business Administration and is a member of the Australian Institute of Company Directors. In addition, Juliana represents the North East Region on the executive of Rural Councils Victoria and the Local Government Reform Strategy Reference Group. 

As Chief Executive Officer, Juliana is responsible for the following functions:

  1. Governance – Facilitating the decision making and leadership of Council through provision of advice, support and information relating to processes, protocols and Council business;
  2. Strategic delivery – Delivering against Council’s strategy using appropriate planning, measurement and review mechanisms to drive performance;
  3. Resource management - Managing the financial and physical resources of Council to ensure sustainable performance and maintain a high level of service delivery;
  4. Leadership and management - Leading, building and developing the leadership team and staff to ensure a focused and productive organisation that achieves the objectives of Council and the community;
  5. Relationships – Developing and supporting productive relationships with the community, local business, other levels of government and key stakeholders to strengthen the capability of Council; and
  6. Sustainable development - Working in productive partnership with Council to achieve sustainable development and growth in the Shire, maintaining a focus on the social environmental and community needs.
